If an envious man accumulates wealth, and a virtuous man Comes by misfortune, both these need scrutiny

The implication is that an envious man cannot get the good things of the world and evil cannot befall a righteous man. If such a thing does happen it is a case for thorough investigation.

'He who is steadfast in righteousness will live,
but he who pursueth evil will die'

(Proverbs 11:199)
